Inside the New Bipartisan Law Giving California Builders a Boost

Congress has passed the 21st Century ROAD to Housing Act, a landmark bipartisan housing affordability package designed to combat the nation’s severe inventory shortage of 4.7 million homes. Combining nearly 50 individual proposals, this legislation focuses on accelerating housing production, removing regulatory barriers, and expanding access to capital. For hyper-expensive markets like California and the South Bay cities, this federal overhaul delivers several crucial relief mechanisms.
A major victory for California is the streamlining of environmental reviews under the BUILD Housing Act and Unlocking Housing Supply provisions. In the South Bay, where residential projects are routinely stalled or inflated by exhaustive California Environmental Quality Act (CEQA) lawsuits, simplifying federal reviews for small and infill projects will significantly mitigate costly development delays.
Additionally, the bill addresses rigid local zoning by directing HUD to publish land-use best practices and creating planning grants. Dense, built-out South Bay municipalities facing immense pressure to meet strict state-mandated Regional Housing Needs Allocation (RHNA) targets can use these federal resources to update local zoning codes and safely integrate diverse housing types.
The RESIDE Act will further benefit the region by funding the conversion of vacant commercial properties into residential units—a vital tool for land-strapped coastal communities looking to optimize existing space. Lastly, by increasing Federal Housing Administration (FHA) multifamily loan limits, the legislation directly accounts for the high costs of Southern California construction, making affordable developments financially viable. Ultimately, the bill provides a powerful federal tailwind to complement local initiatives, paving the way for accelerated housing relief in the South Bay.
